A company calls its agent policy enforced because the pre-call script denied one demo request. Months later a host version changes its event payload, a worker image omits the script or a new connector uses another path. The word enforced now carries an operating commitment.
The relevant matrix is route by host version by failure mode. Direct tool, delegated tool and fallback route each need positive, forbidden and callback-failure cases. A service-side deny is a separate column. A product comparison page cannot fill those observed cells for your installation.
Name an owner for script packaging, version upgrades, audit retention and revalidation. Decide what happens when the service cannot determine eligibility. For high-consequence effects, the target should reject uncertain requests even when the agent interface is available.
Require a dated canary result and independent target readback before claiming the workflow enforces a tenant boundary. Repeat after connectors, roles or host versions change. That is an operating budget, but it is cheaper than learning during an incident that a callback only covered the old route.
