Is the workflow distinct enough to build? Is there protected evidence of correct behavior? Can another person change it? Who owns operations? Can the company leave it? A missing answer is unknown, not a hidden yes.
Build the differentiated piece if an owner and tests exist. Buy the maintained commodity if replacement adds little value. Stop the half-built clone when the team cannot support it. Record why and revisit the choice after operating evidence.
Ship only when a named owner can explain, test, operate and retire the workflow. Do that because the organization inherits the state and the customers long after the generation session ends.
