The illustrative approval service has survived a polished demo. The leadership decision now concerns customer state, differentiation, maintenance, named ownership and exit. Those facts need a durable record that a new operator can inspect months later.

Record the held-out historical cases, policy owner, independent entitlement readback, current incident and export drills, estimated operating cost and the unresolved exceptions. Link each conclusion to its source. A model's fluent agreement is a proposal, not proof.

Build when a differentiated behavior justifies a funded owner. Buy the commodity when an existing service provides the accepted result more reliably. Stop a clone when nobody can support or explain it. Mark unknown when the evidence is still thin and run the narrow test that could resolve it.

Publish the reason, evidence, risk, responsible person and next review date. Recheck after a real policy change and an operator handoff. Do that because durable engineering is measured by the customer outcome the company can keep delivering, not by how quickly the first draft appeared.
