On our synthetic timeline, the supervisor pauses the move. A worker sends proceed from an older policy snapshot. A child later reports done after its task completes.
Without linked case and policy versions, the operator cannot tell whether the child's done refers to the authorized plan, the stale plan or only a completed message handler.
Link each asynchronous message to its producer and the protected decision packet. Keep the target observation separate. A visual timeline can now expose where the held instruction was bypassed.
When workers disagree, pause the effect and read current authority and target state. Do that because linked records can reveal the conflict, but only an owned decision rule can resolve it.
