A fleet move fans out to four host groups. Two finish, one fails, and one is still running. The agent sees the parent tool return and calls the whole move complete.
A workflow redrive may rerun failed branches under documented conditions, but it does not prove an external host group converged. The agent needs identities and readbacks for each child effect.
Record each group, operation ID, deadline and latest observation. Query failed and in-flight groups before rescheduling work. A late completion should update the same case, not become an orphaned side effect.
Gate fleet completion on the expected group set and independent target readback. Do that because a finished agent turn is not a finished distributed change.
