Our synthetic placement service returns the original accepted receipt when the agent retries with the same key. That is exactly the behavior a deduplicating API should provide.
If the agent ends its task at the receipt, it can tell the customer migration complete while requests still reach an old worker. The unanswered question is convergence, not duplicate suppression.
Let the same fixture delay a worker drain. The safe coordinator reports accepted pending, checks the route and process set, and waits or escalates at a documented deadline.
Pass the test only when the agent keeps the move pending until every required customer-path readback agrees. Do that because a deduplicated command is not a healthy service.
