In this synthetic move, the control plane returns the same accepted operation ID on a retry. That is good duplicate control. But the network route is new while one serving group still drains on the old pool.

The badge proves the command was not initiated twice through that API. It does not prove every downstream boundary applied it. Treating the badge as completion hides the still-active old worker.

Give every subsystem a current-state readback with operation identity and version. A coordinator can show which seam is pending instead of collapsing all four into one green check.

Use the stable key to prevent duplicate initiation, then verify target convergence independently. Do that because a correct idempotent API can coexist with an unfinished customer change.
