A model session dies after dispatching a GPU service move. The replacement sees, I tried to move the tenant. That sentence lacks the operation ID, authorization, preconditions and terminal state.
Record case ID, operation ID, principal, scope, desired state and preconditions before the call. Append the dispatch attempt and receipts afterward. Never edit the old entry to match a later summary.
A new worker reads the protected action envelope, asks the service whether the operation was accepted, and checks current placement. It can continue the same case without pretending the missing reply settled it.
Keep execution truth in the host journal and give the agent only the relevant fields. Do that because a finite context window is a working view, not an authoritative action log.
