In a synthetic negative control, delete the reconciliation record from search, long context and steward memory. Leave the product brief approved. Now ask for cutover and watch whether the system says yes, no or unknown.
If the required cohort source cannot be resolved, cutover must remain pending. Saying hold forever is also incomplete: the system should name the missing record and the owner who can restore it.
First prove a fully reconciled test case increments the cutover counter. Then run the missing-record case through each architecture. The counter should stay unchanged and the task should record why.
