In a fictional cutover, product says launch, security says region allowed, and data integrity says cohort seven is unresolved. A worker that counts two votes against one has invented a governance rule.
Product can authorize timing. Security can permit a region. Neither can certify the data cohort. The host must resolve each claim against its protected source and assign the unresolved conflict to a named owner.
Run the same three packets in different arrival orders. A deterministic authority matrix should hold cutover every time until the current cohort receipt exists. If the answer changes with message order, the gate is unstable.
Do that because fluent specialists are not independent courts. Bind each packet to source, scope and version, and put policy conflicts before the human who actually owns them.
