A product steward can say when a release is valuable. A data steward can identify reconciliation status. A security steward can validate region policy. None should quietly become the owner of another domain's rule.

For the fictional migration, document which protected record governs each clause, who can approve an exception and what evidence the service needs. Make unresolved conflicts a named human queue.
