A data specialist may know every unresolved cohort and still be irrelevant if the worker can call cutover without notifying it. Its intelligence is not a control until an event reaches it in time.

In the synthetic migration, an exception warning after service dispatch is an incident note. The useful event is the proposed cutover before authority crosses the boundary. Alternate tool routes can bypass that event.
