In a disposable fixture, suppress the steward's message. The worker sees the approved brief and proposes migration. A stateful canary increments only if cutover actually runs.

The host may report a blocked call while another route executes. First prove an authorized control increments the counter. Then require the denied case to leave it unchanged and the task open.

The service resolves the current cohort state with its own narrow credential. If the receipt is absent, cutover is denied whether the steward is present, late or silent. Record the denial and external readback.
