A steward remembers that cohort seven blocks migration. Tuesday, its owner signs a reconciliation receipt. Wednesday, the steward repeats the old hold. Better recall has produced a false block.
A remembered summary needs source identity, effective version, owner, expiry and supersession link. Otherwise the same stale-memory design can both waste a release window and miss a new obligation.
At cutover, compare the stored revision with the protected current source. If events arrive out of order or the source is unavailable, return unknown and escalate instead of guessing from the latest chat summary.
Do that because a perfectly recalled obsolete rule is still a defect. Keep both directions in the acceptance suite and count the recovery cost, not the number of notes retained.
