My versioned handoff card has a source ID, decision version, customer scope, preconditions, unresolved objection, owner and expiry. A separate receipt records what the next agent understood. The receipt shows message processing; it does not authorize the action.
A policy steward says refunds above the threshold require a human. The worker logs message received but prepares an automatic refund. Transport worked; the semantic handoff failed. A system that checks only delivery will miss it.
The host resolves source ID, version and owner in a protected store, then compares the receiver's cited condition and proposed action with that record. A missing ID, expired version or conflicting action blocks the tool call. Keep the receipt for the next session.
If the packet contains an unresolved objection, show it in the receipt rather than summarizing it away. The named owner resolves the conflict. A colorful handoff diagram helps only when the missing or changed field stops the workflow.
