Fictional release gate: an agent reports zero failures. The JUnit report is empty because the browser fixture was skipped. The command still returned success. The dashboard has a green square, but nobody observed whether a non-entitled tenant was blocked.
The gate should parse the required suite, demand nonzero executed cases and match the build digest, tenant IDs, environment and timestamp. The worker cannot be allowed to remove the fixture from the required list. A separately trusted check reads the report and its expected manifest.
In a disposable copy, write an empty report and keep the command exit code at zero. If the release gate stays green, fix it. Repeat with a report from yesterday's commit. Both should be UNVERIFIED until fresh evidence for the exact build arrives.
My rule: a required test must be demonstrably run on the exact artifact and required cohort. If it was skipped or the report cannot be trusted, stop promotion and show the owner the gap. Do this because a green process exit can coexist with zero product evidence.
