A provider may refuse a task under its own usage policy. A government rule is a different authority. In this fictional case, the agent compresses both into the word 'regulation,' so the operator cannot tell whether to contact counsel, appeal to the provider or fix an app role.

The team asks legal to review a request the provider refused. Legal finds no relevant prohibition, but the original provider response was discarded. Another person retries the same input without knowing whether the data or task class was allowed.

Surface provider-refused, service-unavailable, app-denied and legal-review-needed as separate states. For each, keep the case open and route to the owner who can actually decide. An alternate model needs its own authorization and data-rights check.

Test a synthetic refusal and confirm the UI says 'provider route refused' with the proper handoff. Do this because the word regulation carries a conclusion that the agent may have no basis to make.
