Jev's Choice primitive returns one of the options you provide. That is useful when the business decision really is bounded. But if the actual case belongs to none of those options, a perfect schema can still push it into a familiar category.
Imagine an account-change request sent to a refund classifier that only offers approve, deny and review. Even 'review' may imply a refund review rather than a wrong-workflow handoff. The returned probabilities compare the supplied options; they do not establish that the case belongs in the supplied workflow.
Give the router a distinct 'outside scope' result and a named human or stronger-model path. Create unknown-case fixtures that never should be forced into a refund choice. Then test how often the escape route is used on both routine and unfamiliar records, not just whether the API returns a valid type.
Only tune latency and threshold after the unknown-case set proves that unfamiliar records leave the classifier safely. Keep the actual downstream outcome in the evaluation. Do this because optimizing a classifier without an outside-scope path can make a format-perfect error faster and more confident.
