I am fine putting working rules in front of leadership. I am not fine labeling them as measured industry outcomes. Claim class hygiene is part of governance.

Ask for the owner of every number on a vendor slide. If the owner is the vendor, say so. If the owner is your lab, show the method. If nobody owns it, it is decoration.

UHP deserves attention as a draft job shape. It does not deserve a compliance checkbox until conformance exists. Budget the difference.
