The steward sends a well-written exception from policy version seven. The customer was revoked under version eight. The worker may find the message credible; the service must compare effective time and current state before any change. This is why durable memory also needs invalidation.
Give the disposable service a current permit, no permit and a stale permit. Record the worker's proposed action, the service verdict and production receipt count. A fresh contextual fact can improve the proposal, but only the current scoped permit may pass the effect boundary.
The harness should route a missing or conflicting claim to a named policy owner with the source IDs and unresolved question. Keep the service default deny. That turns a silent retrieval miss into an explicit decision request instead of a production experiment.
